Cape Cod Youth Empowerment Initiative
Questions and Answers

 

1. Is Cape Cod the service area for the grant?  The service area is Barnstable County.

2. Will the same criteria be use for the Partner and Grantee applications? No, this is a two-step process. There will be additional criteria used for the Capacity Building Grants. These are listed on the website.

3. If I become a partner, do I need to apply for Capacity Building Grant this year? No. You can apply in year two.

4. Should independent contractors be listed as part of the staff and volunteer mix? (# 5 Partner Interest application).  Yes.

5. What does primary mean in question #8 on the Partner Interest Application? Select those  areas that you consider the most important to your organization or are basic or essential to what you do.  You may check the box, if you have only done something once, if you indicate in parentheses that it was only once.

6. Under primary services (question #8), may I check some of these services, if I want to provide them in the future? Yes, but please place areas that you would like to provide, in parentheses and indicate they are future services.

7. We provide job search services for youth and work with counselors, can I put this under “other” (Question 8)? Yes.

8. Are married youth excluded from being program participants? No

9. You say that Faith Based Programs can’t promote religion, what does this really mean? Can you provide spirituality?  You can’t promote a “specific religion”. i.e., purchase Catholic or Jewish books. However, this grant is specifically designed to include faith-based organizations, but you need to agree that you will not use the funds for specific religious purposes. You can use a bible study room for your program (that improves the life of a youth “regardless” of faith). You can’t say in the federally grant-funded program “let us pray”. No religious activity can be part of the capacity building activity provided by the federal government. For example, your program can do games from 8-9 p.m., but if there is to be a prayer activity, you must end the game portion, take a break and totally separate the two activities. Let the youth know that it is optional if they stay for a prayer activity and you will reconvene at “X” time in “Y” space. “There must be a clear separation from the religious and “grant-funded” secular activity. Please seek technical assistance from the project manager if you have more questions. We are here to help.

10. If I am part of a larger organization can I apply for grant $ if I have my own budget?  Maybe, It will be determined on a case-by-case basis and depends on the amount of separation you have from the larger organization. You must have your own budget.

11. I represent two different groups, with two very specific programs that provide activities that are relevant to youth/families.  Can we both apply for the partnership program? Should we apply under same application? Our recommendation is that you submit a separate Partnership Application for each organization.

12. Do I have to be a partner to attend trainings? No, not for the general trainings. These are open to all in Barnstable County. There will be 5 general trainings in the Spring and 5 in the Fall.

13. Will general training sessions be open to youth?  Yes.

14. When will trainings be held? Providers have indicated preferred times for workshops, including scheduling some training after school, so that youth can attend. Once the trainings have been scheduled the dates and times will be listed on the website. A new survey will be distributed in the Fall for topic and time preferences.

15. Can we apply for a scholarship for a student?
No, this initiative supports organizations, not individuals.

16. If I am not selected as a partner, can I reapply and if so, when?
Yes. The next round of Partnership Application will be early next year. Meanwhile, come to all the free trainings.

17. Are school/police/town programs eligible to apply?
Yes, as long as the program exists on its own within the school/police department/town--i.e. do you (or will you) do your own fund-raising, have your own advisory group, select students to serve based on your own assessments, have specific time, space, have your own budget distinct from the larger organization's budget, staff who commit to your program, etc. etc. We're looking to reach down into the grass-roots rather than replace or augment programs which the Towns through their regular school or municipal budget processes fund and operate.
